Prepared for the Tarlac Sesquicentennial, the publication ponders and explicates on the beginnings of the province as an edge, a fort and a passageway-then among the last hinterlands-of the Central Luzon region of the Philippines. Through micro-historical treatments, toponymic discourses, and vignetting of local history, an updated provincial history is thus being presented, with the intent of correcting as well the lapses of what had been written so far.

There is a provision of the transcription, translation and annotation of both the royal decree creating the Comandancia Militar de Tarlac of 30 April 1858 and the state decree of 28 May 1873 creating the Gobierno Politico-Militar de Tarlac. Likewise, for the first time, the heads of the Comandancia de Tarlac (1857-1873), the Gobierno Politico-Militar de Tarlac (1873-1893), and the Gobierno Civil de Tarlac (1893-1898) are being shared.
